IMS(Ip Multimedia Subsystem) is an open industry standard for voice and multimedia communications over packet-based IP networks (VoLTE/VoIP/Wifi calling). Guessing this could be the low-level Qualcomm implementation or interface that allows apps to use the VoLTE/VoIP/Wi-Fi calling functionality in apps like the dialer/phone app. Could allow seamless transfers of calls between 4G and Wi-Fi?
